As explained by Vincent, the embedded GTK+ version shipping with
ekiga-setup-2.0.9-BETA.exe is too new for Windows 98. It is thus
required to install an older version (which you did at step 1). When the
ekiga-setup program asks you if you want to upgrade GTK+, you have to
answer "no", or you are back to the original problem.
