I tried "apply" a couple of more times in Synaptic,
and it succeeded to download the remaining debs.

How? I have downloaded a lot of packages and this is
very unusual that it can not download right away. But
sometimes, when surfing web, I have to click reload in
Firefox to make a page start loading (without
disturbing delay).
