Hi,

Yes, mediawiki can be partially opened depending on what you mean by
partially opened.  You can either only allow the administrator to add
users (and email new users temp passwords) or allow users to create
accounts, but require a confirmed email address to begin editing.  You
would also want to prohibit anonymous edits.  The following page is a
