I'm attaching ja.po for the test purpose.
The .pot file can be generated:

# cd dogtail/po
# touch POTFILES.in
# intltool-update -m
# cat POTFILES.in missing | sort >> POTFILES.in
# intltool-update -p
# ls *.pot
