Well that's not a well formed URI, you asking to access
/Program%20Files/test.xml
for user 'C' on machine ''

which isn't surprizing either.
You can try
file:///C:/Program%20Files/test.xml
which means
file://localhost/C:/Program%20Files/test.xml
but basically all of this is not well defined by existing
specifications, and apparently nobody want to take the risk of defining
it 'properly' and break zillion of bad usages.
