HI Danyal,
The very simple way of understanding this problem is that orca is
available these days on all distros and gnome has it by default.
So the problem is very very specific to a particular distro.
Put it the other way, if this was a problem with orca, then if Ubuntu
installer could talk so could fedore. But as you know this does not
happen, which means it is not an orca issue, although Orca is one of the
involved partys in this matter.
I have tryed to follow up with fedora guys an dthey say next version of
fedora will have an accessible installer.
So you can try similar pushing with debian for example.
So I hope this makes the matter clear.
