Hi Will
Just FYI though, the top panel icon tooltips did still speak with ctrl- 
f1, so the top panel was still useable if a bit odd to use, so if in  
future that fix needs to be put back in for something know that it  
doesn't render the top panel unuseable, just a bit awkward.
