Did you install from the source or via apt-get?

How did you install Orca? From the source or via apt-get?
If you built both from the source: Make sure that the brltty bin is stored
in /bin and then recompile Orca.
Orca expects to find the brltty binary in that path.
When you installed brltty 3.9 via Debian - which I suspect to happen when
upgrading your system - the brltty bin is stored in /sbin.
If Orca has come via dist-upgrade, you should try to reinstall it:
aptitude reinstall gnome-orca.
