[orca-list] problem with orca reading permissions

Hi, I noticed in the latest version of ubuntu. Orca no longer reads the permissions in the users and groups setting.
I am running this from the root account, and everything else in the user settings seems to read fine. In the permission tab, I get a beep at the top and bottom of the list, but no speech.
