bastien answered this already perfectly.
richard has been a long-time gnome hacker on various fields, iirc
starting back with being the gnome-power-manager maintainer (officially
included in gnome 2.16) and currently the main packagekit maintainer, a
unified software management solution for the linux desktop.
he has done plenty of contributions over the years, it's really obvious
that he *must* become a gnome foundation member (and i'm surprised he
didn't apply for it earlier).
