That's so the claim made in the invitation letter ("most people will be able to complete the survey in x minutes" is true, and to spot errors and suggest improvements. Even people who've been designing surveys for decades always pre-test each new one they create. Aim to have as many pre-testers as you can get (and are willing to analyse).
Once we have a final draft, I was hoping the people on this list would be testers. :)
