mouse events

Please, i m a new user of  a GTK library and i want to know if i can manage the mouse events.

Precisely i m working on a project that consist in evaluating some graphic environements under linux as gnome, cde, ,jds...; 

why to ensure for example that the textual-menu appear on 20ms
after a right click on the desktop, maybe i should use the timer's
notion; and how to time the refresh cycle of the mouse cursor.
