Help with SNAP ./configure?

Because of bugs in the gtk_text widget, I downloaded gtk+-SNAP-980625.tar.gz
(The application locks up after I adjust the Paned object, then accept input from
the modem/serial port.  Runs fine on a different machine, but...)

But I can't seem to compile it, as there is no ./configure program.  I tried
running the other executable scripts, but they crashed.  INSTALL says run
./configure...

What do I need to do?
