If the documentation says so, it is wrong. It is a list of paths
separated by the platform-dependent search-path separator, which on
Windows is the semicolon. The source confirms this,
gtk_rc_parse_pixmap_path_string() in gtkrc.c says:
context->pixmap_path = g_strsplit (pix_path, G_SEARCHPATH_SEPARATOR_S, -1);
