CList doesn't really emit scroll_vertical signal

I just attempted to connect to the scroll_vertical signal
of GtkCLIst and nothing was emitted no matter what I
did to the vertical adjustment.

Looking throught gtk_clist.c does not show the SCROLL_VERTICAL
signal being emitted anywhere.

Can anyone verify that SCROLL_VERTICAL is not emitted.  Can anyone
say why?
