That's my whole point.  The user shouldn't have to track how many
workbooks they have open, and these commands should work consistently. 
If CLOSE only closes workbooks (and doesn't exit) and EXIT exits the
program altogether then the user doesn't need to keep track of hom many
worksheets are open.  Want to close you current worksheet without
wondering whether you'll need to restart gnumeric to continue working in
it, then click CLOSE.  Time to go home and you want to shut down
gnumeric for the day, then click EXIT.  There's now decision to be made
because each command only does one thing.

If you're in the position where you don't know how many morksheets
you've got open, but you want to exit the program well then don't click
close, click EXIT.

Strangely enough, by having the buttons consistent you cater to every
posibility, except maybe one.  Add a CLOSE ALL button which would close
all workbooks without exiting gnumeric.  Then if you're working on one
project with multiple worksheets and you've finished but you need
gnumeric for something else (or you just like having it open in the
background) then you can do this quickly and easily.
