Logic behind CLOSE and EXIT.

I'm new to the list but I've been quietly using gnumerica since about
0.28

After recent discussion with Morten, he advised that I raise the
following issue on the gnumeric discussion list.  So here goes.

I'm not happy with the way CLOSE and EXIT work and I believe it could be
better.  At the moment EXIT closes all workbooks and exits gnumeric, and
CLOSE closes a workbook, and if it happens to be the only workbook exits
gnumeric.

I believe that CLOSE should close files and EXIT should exit gnumeric
(after closing all files (and hopefully prompting for necessary saves). 
CLOSE should not however close gnumeric if there is only one workbook
open.  This would make the use of CLOSE and EXIT consist across all
cases (one workbook open, many workbooks open (or possibly no workbooks
open with CLOSE unavailable).

Morton raised an interesting point that gnumeric doesn't know how to be
open without having a worksheet open, and this is why CLOSE needs to
exit when it closes the last worksheet.  So I guess I'm proposing that
gnumeric also need to be able to be open without a worksheet being open
(perhaps a grey screen without and grid.)  This may also help solve
another annoy issue where you open gnumeric and then open a worksheet
and it opens a new window even thou the first window contains no data. 
But one thing at a time, hey!

So what do people think?  I'm raising this because I think it would make
using gnumeric more usefriendly and more consistent for the user -
particularly the new user who is coming over from using excel or
similar.
