New project manager for Khmer

As the present coordinator of the Khmer team, I would like to nominate a 
new team coordinator for Khmer.

His name is Khoem Sokhem <khoemsokhem khmeros info>, and he is the 
Localization Manager of the KhmerOS project in Cambodia. He manages a 
team of four professional localizers working on Free and Open Source 
software.
