Hi!

I am current Gnome and KDE translations coordinator for Azerbaijani
and I can confirm that there is no encoding error or whatsoever in that
file.
As you see the file is in utf-8 format and that first letter is just a
normal
letter from our alphabet, and it's the most used letter :)
