[Evolution] Filters aren't being applied to incoming mail

Evolution 2.12.0
evolution-exchange
Kubuntu Gutsy (7.10)

They work fine with Ctrl+y, but aren't being applied automatically to
incoming mail.  The filters show when the drop down for the Message
Filters is set to Incoming.
