"Windows SE" means Windows 98 Second Edition, right?
Fetch the GTK+2 Runtime environment installer from that adress 
http://gimp-win.sourceforge.net/stable.html
The one for Windows 98, which is different from the one embedded, which 
run on 2K and above.

Install it GTK, then try reinstalling Ekiga-beta, then report back to 
us, the results.
