Generally: yes

Just make the pulseaudio plugin the "default" device for ALSA (see pulseaudio 
documentation, look for something like "pcm.!default {...}"), and then 
select "default" in the Ekiga Audio Device Preferences.

(If you dont do this, ekiga will try to use the hardware devices, and in most 
cases (almost anything except Sounblaster Live/Audigy/...), they can be used 
by one application at a time only)
