Maybe, while:
$ file securite_base3.wmf
securite_base3.wmf: ms-windows metafont .wmf

It supports Enhanced MetaFile.

While configure says:
checking for CreateEnhMetaFileWithFILEW in -lEMF... yes
[...]
WMF plug-in with libEMF:                yes
