I've used Dia for this type of work, but I find pen and paper work
just as well, except when a customer needs to look at it, but then
the rather crude drawings Dia provides make me head straight for
Inkscape.
When I did use Dia for wireframes and sitemaps, I used standard text
boxes (for instance the one in UML) and arrows, and whatever I could
use from the existing sheets.
