Simple. Some defaults can be changed like for all other Dia objects: double
click the object button.

Not without modifying the source code. You may consider to simply scale
your whole diagram instead of trying to make the UML Class smaller.

BTW: modifying defaults is documented in the manual under "Object Properties".
