I just make screen dumps and crop them.  Just because I am used to doing it.  The .png idea is fine too. You can still mark over top of the image in OO, if you need to, but I do that in Dia and dump again.  Sometimes I need to overlay images (using transparency) I like Inkscape for that - also open source.
